I
smelled it almost before I saw it. The wind carried on it
the sickly sweet scent of rot. At this point, entirely
unfamiliar with the concept of The Trash Train, I foolishly
decided to hold my ground. Within seconds the train was
rolling past me at a leisurely pace. The smell intensified.
It was as if a slaughterhouse had been sealed up
mid-production and then unsealed a year later. My eyes began
to water and I swallowed a gag. I had had enough.
I
quickly backed away but the smell refused to dissipate.
Desperately I turned and hastened my pace. There was no
escape. As I looked back, I could see the motorists stopped
on the bridges crossing the I-10 frantically rolling up
their car windows. It has been a beautiful, cloud free sunny
day in the Coachella Valley. The day was replaced by the
stench of one of many trash trains rolling though the
Coachella Valley.
Meanwhile,
a stench of another sort brought big smiles to those that
had made The Trash Train happen. As they counted the
millions of dollars they put in the pockets the only smell
to fill their heads was the smell of money. The rot and the
stench they had brought to the Valley never reached their
notice. Day and night as they checked over and over their
bank accounts, the Valley filled with the smell of the
passing Trash Trains. Los Angeles had come to the Coachella
Valley.
Greed
and Corruption It
is nothing but sheer greed and corruption. A plan to bring
train loads of trash from Los Angeles to be dumped in the
Coachella Valley benefits a few who will get rich at the
expense of the rest of us. Isn't that always the way. There
is big, big money to be gained in bringing train loads
(millions of tons of Los Angeles trash) to our Valley.
The
Proponents The proponents of this plan say
(laughably) it is for the common good. If you have
not heard about the plan, this is it. We agree to install a
mega dump in the Coachella Valley for Los Angeles to dump train loads of trash (millions of tons of trash) for the
next 100+ years.
Let
Them Propose This (fat chance) We bet the proponents of this plan
would not be pushing it if the millions of dollars of profit
were not bound for their personal pockets from the millions
of tons of trash they want to dump on us. But if their
motives are pure and its such a good idea, let this be their
proposal....No person, no company, no private group, no non-profit group
and no state agency shall be allowed to profit
from the project. No person or company in any way involved with the
project shall be allowed to make any political contributions
to any politician with decision-making authority over the
project.
If
that were the proposal on the table, not one person pushing
the Los Angeles trash trains for our Valley would utter a peep in its favor. It is called
corruption. It is killing America. If the trash
trains they propose are allowed to roll, it will kill our
Valley environment

Hot Topic On Second Amendment Websites The ordinance in Desert Hot
Springs requires two readings to become law. After running
into a fire-storm of public opinion and legal challenges,
the council never gave the ordinance a second reading. It is
likely a dead issue but so serious that it is being closely
monitored with legal forces ready to pounce.
Council fears NRA lawyers more than US Constitution.
As we all know the problem with wire distribution racks
is their mobility and the occasional surprising ability to
grow legs and walk away. To date we have lost a considerable
number of racks at the expense of hundreds of dollars lost.
Due to these losses occurring at a number of cities, the
time and trouble of reporting the thefts is a burden and the
police seemingly cannot put a stop to this. Although we know
who is doing this and why - it remains impractical to
prosecute and they know it.
The answer is to have a bolt down box
secured to our mother earth. These boxes are not
cheap. There are additional benefits of the bolt down box.
Protection from the elements of rain, wind and sun are
important. Also, Palm Springs has a city ordinance
prohibiting wire racks - this has kept our distribution off
the street in "the village" causing an additional expense in
distribution. Due to lack of a few strategic boxes we have
to distribute smaller quantities to more places.
Several weeks ago I discovered over 300
fine used boxes in storage in Los Angeles. You can only
imagine the eager desire these beautiful red boxes generated
we have no funds for procurement. So, I simply photographed
the boxes and made it the picture the screensaver on my cell
phone and began to focus my mind on a particularly powerful
Vortex Rox (copyright) held in my pocket. As you can well
imagine, the magic vibrations went right to work.
As a result, the owner of the boxes
has donated 15 of these distribution boxes to us and is
making arrangements to have them shipped to us next week.
This then put in motion a number of colored pins now poking

Now, I realize we were only donated 15 of

Let's pretend this makes perfect sense since they are just
gathering rust at the present and there is a big truck
already coming this way with 15 so we might as well make it
50. (the power of positive thinking!) Therefore, I am
asking each and every one of you, your family, friends,
neighbors and children to select a unique Vortex Rox

objective.
I have also come to realize that these
boxes were painted the red of our logo for a reason - they

having these boxes, seemingly everywhere, overnight, will
quickly elevate our recognition to a most elevated and
enviable position while aiding distribution of the word.
This should generate additional advertising dollars we
really need to achieve our goals. So, come by the office,

With less than a year from election day,
Pougnet is challenging Bono-Mack for Congress. What the
general public does not see behind the scenes is an

Add The State of Pennsylvania To The
List Of Governments Considering Bankruptcy Will it be Desert Hot Springs
standing alone as the only government body with a balanced
budget? Despite media reports of Desert Hot Springs' "$2
million deficit" (as reported in the Desert Sun), the city
will hit its mid-year review with a balanced budget and
finish out the year still in the black (no link). In
fairness to the Desert Sun (a concept the paper might try in
its own reporting), it based its deficit story on a quote
from Karl Baker (and there you have the pitfalls of single
source reporting).
Rumors About Downtown Work Stopping Rumors have been flying around
Desert Hot Springs (what else is new) that the downtown work
is stopping due to budget constraints. This time instead of
Mayor Parks being the one spreading rumors (her favorite
past time), Parks finds herself dispelling them. I attended
a meeting of the local woman's organization and Parks was
asked about the downtown. She said the work is not stopped,
that the project is fully funded and will be completed. This
time Mayor Parks did not need to crash the event. She was
invited.
The
Benoit Influence
Riverside
County Board of Supervisors agree to cease using reserves to
balance the County budget. It will instead take a proactive move to
avoid the problem the State of California faced when it
failed to deal with continued spending amid falling
revenues. We will opine that Supervisor Benoit is going to
make sure the County does not repeat the State's
mistake and will act before crisis hits.
Supervisors received a report that says the County faces $71
million deficit. It had been using reserves to balances its
books. Over the past two years, the county has used more
than $220 million from a $360 million reserve to keeps its
books balanced. The county faces a $100 million drop in
revenue that amounts to about 15 percent of its discretionary
income. The Board asked the finance people to bring more
specific numbers to its February 9 meeting.
Indio
City Manager Walks With $162,000 The payment is for unused vacation
and sick time. He will also get a boost to his retirement
package. Indio faces a $5 million budget deficit and offered
early retirement to its employees. The city manager took the
deal. Indio no longer allows its employees to accrue unused
sick time.
You
Will Never Guess Who Said This "The deal used
to be that civil servants were paid less than private sector
workers in exchange for an understanding that they had job
security for life. But we politicians gradually
expanded pay and benefits to private-sector levels while
keeping the job protections and layering on incredibly
generous retirement packages that pay ex-workers almost as
much as current workers.
Talking
about this is politically unpopular and potentially even
career suicide for most officeholders. But at some point,
someone is going to have to get honest about the fact that
80 percent of the state, county and city budget deficits are
due to employee costs. Either we do something about it at
the ballot box, or a judge will do something about in
Bankruptcy Court. And if you think I'm kidding, just look at

the city,” said Councilman Scott Matas, a former volunteer
fireman and friend of owner.
Matas was instrumental in the city acquiring the property.
(But we did not need to spend $1.4 million on a vacant lot
so no matter what use the torn down building is used for, it

New
Public Safety Commission Sworn In
Takes Up Issue of Parcel Tax
A
whole new public safety commission took the oath last night.
Even though some previous commissioners were reappointed, in
Desert Hot Springs system of commission appointments, every
seat goes vacant every two years - appointments are not
staggered as normal throughout government. Odd.
The
new commission took up the issue of the upcoming parcel tax
with discussion focused on what rates would apply and
polling numbers presented by the campaign pollsters for the
city. An overwhelming number of those polled (something over
80 percent) said they would accept an extension at present
rates with no increase for any tax classification. There are
11 classifications of property.
The
next set of polling numbers presented was the reaction of
those polled to an extension of existing rates for
homeowners (paying$120 per year) and an increase for large
land owners and developers (paying roughly $8 per year).
Close to 75 percent of those polled said they would favor
that plan.
The
parcel tax needs 2/3 (66.3%) to pass.
Fairing
far worse in the polling was an option to double the tax for
everyone ($240 for homeowner residential, $16 for developer
residential). We don't have the poll data to interpret what
those polled must be thinking but we are encouraged that on
this very unfair option they basically said no. Not enough
of them would vote for that plan for it to pass.
Our
view should be well know by now. We can have the extra
police officers we want and need. All we need to do is put a
measure to the voters that requires developers and large
landowners to pay a more fair share of the burden of public
safety. But, we do not get money from developers so what do
we know. The final say will be up to the council where
developer influence is strong.
Our
prediction is that when it comes down to a decision between
the interest of the city to have more officers and the
interest of the developers to continue to get off light, the
council will side with the developers.
The
commission was not asked for their recommendation last night
but a joint public safety commission and city council
meeting is scheduled for the near future to discuss the
mater and for the commission to provide their input to the
council.

says development impact fees lowered to satisfy the BIA

says we saved the city money by lowering the fees (The
boy needs a lesson in math but he has George
Orwell well in hand).
Matas
says talks were not private (of course no one was there,
the public had no input, the meeting were not noticed,
no one new they were taking place until this website
exposed them).
Baker
finally admits to secret meetings with BIA (for months
he denied they were taking place).
Matas
said no promises were made, Baker says the BIA was very
gracious, we say the citizens got the shaft.
If it wasn't so sad it would be laughable. The
scoreboard below tells the story of the millions of
dollars lost to our city over the last two years with
these deals for friends, special interests and
developers. Question: When do the resident's special
interests get the attention of our city council?

is reporting to it members that a deal has been cut with
Desert Hot Springs to substantially reduce the city's Art In
Public Places program and that it has lined up a majority of
the city council to vote in favor of the BIA position.
Tipster reports overhearing conversation in next booth at
Palm Desert restaurant saying the item will be brought to
council at second meeting in February.
