 A Chief of Police is Not A Grant Writer 
(What will city report to the grand jury?)

This city used to employ a professional grant writer. That grant writer was fired (excuse us, "let go") in June with the other mass firings (excuse us, "mass lettings go"). Now we have a police Chief that everyone is going to great pains to say was not "fired" but instead is being reassigned.

But reassigned to what job? As widely reported to the media, former Interim Police Chief Walter McKinney will now be a city grant writer.

A Chief of Police is NOT by profession a grant writer. Those are not his job skills and even if he has an idea of how the process works from his time working with the city's former professional grant writer, we question if he has the qualifications for the job.

This city has just answered grand jury recommendations, one of which was that people should not be hired for positions they are not qualified to fill. The city's answer to the grand jury was that city jobs will no longer be given to those that do not possess the qualification for the job.

On the grand jury question, city hall will tell you McKinney is no longer an employee (but also was not fired) and has been retained as an independent contractor (a consultant perhaps - can we see the contract please?). 

The questions remain, consultant or employee aside, is he qualified to write grants? If we need a grant writer, why did we fire our professional grant writer? 

This one does not smell right. Explanations are in order, real explanations.

Distorting the Record
Three deceptions have been foisted upon our city in the last couple of weeks. They need to be pointed out.

Deception No. 3

City hall reported to the media that several people had come to city hall and "pulled recall papers" on Mayor Alex Bias. Let's be very, very clear on this: No one goes to city hall to pull recall papers. That is NOT where you get them. City hall does not supply recall papers. City hall knows that.

It was an outright deception by city hall. The impression that was left was that a recall of the Mayor had been started. The press heard the rumor created by city hall and ran with it. It was a blatant deception by city hall.

Deception No. 2

City Hall reported to the media that it had received many calls from people that were upset with the Mayor. We do not doubt city hall received such calls. But what city hall did not report was that it also received several calls of support for the Mayor. 

We have since been contacted by several people asking us this specific question: Why didn't city hall tell the press about our calls of support for the Mayor?

Deception No. 1

The law firm of Aleshire & Wynder was selected from 10 finalist to be the city's law firm. After selecting the firm, the council instructed the city manager to begin negotiations with the firm over price. Then city hall said  "Negotiations had broken down" leaving the impression the city and the firm could not come to terms over price.

Price was not the issue. There was a serious conflict of interest. The firm had to withdraw when that conflict was revealed in a series of articles in a local newspaper.

“The city of Desert Hot Springs has a lot of potential, and it is a major disappointment that we cannot serve them,” said David Wynder, Senior Partner of Aleshire & Wynder. “Due to the fact that we represent Carson, it creates a conflict of interest.”

Why didn't city hall give the real reason the law firm of Aleshire & Wynder withdrew from consideration? With such an obvious disqualifying conflict of interest, how did they make the final cut?

US Attorney reports Former Mayor of Lynwood sentenced to nearly 16 years in prison for conviction on federal corruption charges.
March 26, 2006, LA Times quote:
Richards was also ordered to pay the city of Lynwood more than $787,000 in restitution.
His sister was sentenced to six years in prison.
Longtime friend was ordered to serve nearly 10 years in prison.
Seems that many of the particulars of this case sounds all too familiar to all of us citizens in DHS;

November 13, 2004, Lynwood Watch Newspaper Quotes;
"Adolph J. Lopez ran against the recall, and in support of Richards; it is alleged that Lopez was part of a campaign strategy to divide the vote. He sent mailers to voters asking them to vote no on the recall, and at the same time, asking them not to vote for him either."

"Paul Richards was arrested in his home in Lynwood the morning of October 15, 2004 on federal corruption charges for allegedly putting together a scheme to defraud the citizens of Lynwood of their right to his “honest services”.

And more:
More specifically, the indictment alleges that Richards was benefited in the following ways:
o AGS and Thomas paid debts for campaign literature for Richards's political campaign and the campaigns of allies;
o AGS and Thomas gave contributions to a political action committee set up by Richards' sister and nephew, with that money being used to fund political campaigns of Richards' allies in Compton, who supported a real estate development Richards was pursuing in Compton;
o AGS paid for an improvement on a Richards home in Cerritos;
o AGS paid a salary to Harris, who distributed the funds to other members of Richards' family; and
o AGS paid a salary to Richards' nephew, who performed personal projects for Richards while on the AGS payroll.

March 26, 2006, LA Times quote:
Richards, a 50-year-old former attorney, was convicted in November of steering city contracts to a front corporation he secretly owned.
But prosecutors said tough punishment sends a strong message to elected officeholders.
"It is a day for reflection for public officials in Los Angeles, in Sacramento, and in Washington, D.C., that the people have zero tolerance for public corruption," Assistant U.S. Atty. Daniel Shallman said after the hearing.
Richards was also ordered to pay the city of Lynwood more than $787,000 in restitution.
U.S. District Judge R. Gary Klausner noted during the sentencing hearing that all three defendants, who mounted a vigorous defense at trial, "do not seem to accept responsibility for the conduct that has occurred in this case."

Desert Sun Confirms our story posted here on 01/06/06. (Scroll down to see story). Judge ordered DHS to rehire hispanic employees fired for having skin color incompatible with past City Manager, Jerry Hansen & current Head of Code Enforcement, Glenn Roberts per court pleadings.

Calderon also said he was harassed by being subjected to racial slurs and comments, including that he (Glenn Roberts) was brought in "to clear out the dead, brown wood in Code Enforcement" and "I thought you boys swam across the river," according to the complaint.

Mary Stephens was the the only council person who voted against hiring back these two victims of Hansen's and Roberts's racism. Does Stephens's still believe that DHS needs "to clear out the dead, brown wood in Code Enforcement" too?

Inquiring minds want to know!

Will current DHS city manager, John Souiller continue his (and Jerry Hansen's) tradition of hired his unqualified MSWD friends to head important positions? Will these unqualified friends of John Souiller continue to provide DHS citizens with progress robbing (embarrassing) blunders?

Now that the recall is over, let's now concentrate on the quality of homes that are being produced.  Remember, the houses are usually only being built by the cheapest bidder, that's why inspections are vital to our future homeowner and city.

How can our city produce quality inspections when the inspector themselves are not qualified. Yes it's true, we have ex MSWD employees as our inspectors and MSWD spouses who's only background is in painting.
Qualifications you ask, ha ha !!! No way, you don't need qualification to work at DHS city hall, just friends of John S Souiller (the leader of ex MSWD employees fungus). That's right, Chuck Dodd has absolutely NO ICC certification qualifications, but guess what, he is not only a DHS inspector, he's the boss of the inspectors (deputy building official), yes I said it, DEPUTY BUILDING OFFICIAL.
Think about it, can you imagine a problem with your house or your neighbors house, and the DEPUTY BUILDING OFFICIAL is going to give you his opinion, opinion based on what. 
Think about this, the DEPUTY BUILDING OFFICIAL is going to court on your behalf, let's say to fight a contractor that tried to skim, and your house is not built to code spec's, but Chuck Dodd is representing the code and inspectors that signed off the contractors mistakes, just imagine the lawyer for the contractor questioning the duck that can not fly, (the duck is Chuck), a man not only to represents the code, but represents the life and safety of everyone and every home that is built by our city adopted build and city codes. 
Question: Can Chuck Dodd interpret the Building Codes, can he interpret the word interpret?. You know something, why doesn't he get his ICC certificate in his related field. Well, that might be a little hard, you should have a minimum of 10 years experience to become an BUILDING OFFICIAL (Chuck has only months in the home construction inspection field), so let take it easy on Chuck, maybe if he was to get ANY related certificate in the Building Code Field, maybe he might be able to defend the code and home owners against contractors that believe it's right to just not build quality homes.

Oh and let's not forget the recently hired painter and now DHS inspector. He was hired a few weeks ago and has also has no certificates. Some say the employee's spouse works at (you guess it) at MSWD.

This is another perfect example/testimony if you need one.

The average Coachella Valley inspectors (Qualified Inspectors) can do approx. 16-25 QUALITY inspections a day, but not in DHS, we have super inspectors, they can pump out 35-70 each and every day. A special thanks to our quality buildings inspectors, lead by or super hero Chuck Dodd. Maybe the Mary Stephens should give them a city national holiday, aww, just give it to John for helping fill the job openings that where never posted.
I  pray for the earthquakes, the rain (DHS flood at every sprinkle), and the wind to be easy on the city of DHS, because or super hero's have got to  be tired.

Mr. King,
I disagree with your latest column where you say "Let's all work together instead of against each other." You have become the watchdog for Desert Hot Springs. That is not a conciliatory position. It is not one with a "Let's all
work together instead of against each other" attitude.
The next time they screw up, I damn well hope you are going to be all over them. I know it was you that revealed the second Jerry Hanson contract. If you had not found it, we would be stuck paying it. We need you.

ENOUGH WITH THE OLD GUARD, BASELESS ATTACKS, PETTY LIES AND DECEPTIONS.

Max Lieberman (Desert Local News), Bill Effenger, Gabriel King (FODHS) all agree, it is time for the old guard (Mary Stephen's sore looser club) to stop undermining the people's Mayor, Alex Bias even before he has a chance to get out of the starting gate.

Buzz Gamble (Valley Propaganda Breeze) past cartoon depicting the DHS citizens as rats and now in January "A" edition cartoon showing the people's Mayor with diapers and a rattle in addition to the unnecessary total fabrication lies by both Buzz Gamble and Mary Stephens buddy, past mayor, Matt Weyuker are uncalled for and shows their total lack of class. The actions by Mary Stephens's sore looser club shows that these old guard members are more than willing destroy to DHS if they don't get their way.

We understand that they are upset because we stopped their Gravy Train at the citizens expense. If we were corrupt officials milking the graving train, we would be upset too.

Best to judge a bush by its fruit.

We can start sending these evil doers our message by requesting that Mary resign now and start boycotting the Valley Breeze.

CITY FORCED TO RE HIRE WRONGFULLY TERMINATED EMPLOYEES

Glenn Roberts is probably very upset these days!!

Mr. Roberts effectively terminated ("The Brown Wood") Richard Del Acruse & Earni Calederon per past city manager's Jerry Hansen's direction. They sued and the judge gave them back their DHS jobs. Unlike Glenn Roberts, Matt Weyuker and Jerry Hansen, we like "Brown Wood". Heck, we love all colors of wood for that matter.

These two where (and now are) great employees who did not deserve the poor treatment Glenn dispensed upon them thru Weyuker's city manager, Jerry Hansen.

The healing process has began. Big time thanks to Alex Bias and Corky Larson for having the courage to lead council to reverse this injustice.

Bill Effenger writes an excellent article about the importance re creating the DHS Economic Development Commission that past Trash mouthed Mayor, Matt Weyuker and his buddy, Councilwoman, Mary Stephens terminated for their own personal corrupt political reasons. The entire economic development future of everything in importance hinges on DHS future having a active Economic Development Commission and annexing important large commercial and industrial areas next to DHS. Is the current DHS Director of Public Services working illegally as head of code enforcement? Unqualified (non PC832 certified) department heads and other city employees are a legal liability. See PC 830 & PC 832.

830.1. (a) Any sheriff, undersheriff, or deputy sheriff, employed in that capacity, of a county, any chief of police of a city or chief, director, or chief executive officer of a consolidated municipal public safety agency that performs police functions, any police officer, employed in that capacity and appointed by the chief of police or chief, director, or chief executive of a public safety agency, of a city, any chief of police, or police officer of a district, including police officers of the San Diego Unified Port District Harbor Police, authorized by statute to maintain a police department, any marshal or deputy marshal of a superior court or county, any port warden or port police officer of the Harbor Department of the City of Los Angeles, or any inspector or investigator employed in that capacity in the office of a district attorney, is a peace officer. The authority of these peace officers extends to any place in the state, as follows: (1) As to any public offense committed or which there is probable cause to believe has been committed within the political subdivision that employs the peace officer or in which the peace officer serves. (2) Where the peace officer has the prior consent of the chief of police or chief, director, or chief executive officer of a consolidated municipal public safety agency, or person authorized by him or her to give consent, if the place is within a city or of the sheriff, or person authorized by him or her to give consent, if the place is within a county.

832. (a) Every person described in this chapter as a peace officer shall satisfactorily complete an introductory course of training prescribed by the Commission on Peace Officer Standards and Training.

On or after July 1, 1989, satisfactory completion of the course shall be demonstrated by passage of an appropriate examination developed or approved by the commission. Training in the carrying and use of firearms shall not be required of any peace officer whose employing agency prohibits the use of firearms. (b) (1) Every peace officer described in this chapter, prior to the exercise of the powers of a peace officer, shall have satisfactorily completed the course of training described in subdivision (a).

(c) Persons described in this chapter as peace officers who have not satisfactorily completed the course described in subdivision (a), as specified in subdivision (b), shall not have the powers of a peace officer until they satisfactorily complete the course.

832.05. (a) Each state or local department or agency that employs peace officers shall utilize a person meeting the requirements set forth in subdivision (f) of Section 1031 of the Government Code , applicable to emotional and mental examinations, for any emotional and mental evaluation done in the course of the department or agency' s screening of peace officer recruits or the evaluation of peace officers to determine their fitness for duty.

DHS citizens need to start Boycotting the slimy local Valley Breeze newspaper!

Trash mouthed slime master, sore looser and past Mayor, Matt Weyuker (in the current January "A" edition) (sorry, no available web site link) implies that current city manager, Corky Larson resigned because she and current mayor, Alex Bias could not get along.  This is another mean spirited lie by Weyuker. Weyuker proves to the world again that he is a amoral person lacking even the slightest decency. In today's Desert Sun Article, Corky is quoted saying

"If I were 30 years younger, I would be trying very hard to be the next city manager"

Does this sound like a person who resigned because of a minor disagreement with Alex Bias?

Also Valley breeze trash columnist Buzz Gamble in the recent issue of the Valley Breeze implies the same thing, that Corky left because of Alex Bias's actions. I guess that Weyuker and Gamble think that repeating the same lie will eventually make it the truth.

Being present at the Council meeting last night (Weyuker and Buzz  where not present) one could see the affection Bias had for Corky.

Weyuker's article continues to shamelessly spin irrelevant issues into mean spirited attacks on other matters as well for no good reason.  Weyuker needs to stop this sore looser mentality (because his buddy, Mary Stephens lost her mayoral bid)and get on board with the rest of us who are trying to clean up the mess he left behind.

Bill Effenger's column today agrees with our assessment also and calls Weyuker a DHS "spoiler".

Weyuker should be ashamed of himself, Buzz should be ashamed of himself for printing Weyuker's trash.  We predict that eventually Buzz's advertisers will find better places to advertise. The truth is that if Weyuker had not stepped down, he would have been recalled too!  Weyuker needs to lead, follow or get the heck out of the way. He has done nothing but stand in the way of progress by throwing his crap on the rest of us. Weyuker created this mess and now wants to wallow in it by obstructing those of us who want to reform the city and promote positive progress. That's fine for him and his friends but not for the rest if us. Lets set up a pen just for him and the rest of his obstructionist friends and section it off. That way the rest of us don't have to look at it or smell it anymore.

MAYOR'S HEALTH CARE REFORM EFFORTS TORPEDOED BY THE OLD GUARD NETWORK TONIGHT!!!

Yvonne Parks, Hank Hohenstein and Mary Stephens Sand Bagged Mayor Alex Bias's health care reforms during tonight's council!

During tonight's council meeting, Parks, Hohenstein and Stephens ignored all of Alex Bias's Health Care Commission appointees and instead reinstate all of Cromwell's do nothing Health Care Committee. Only member changes where; 1) Stephens declined her seat on the committee and 2) Will Pieper (the last council incumbent who the people voted out of office) becomes new Chair.

So people will continue to Die in DHS from lack of readily available health care while the old guard marginalizes the peoples mayor's efforts to reform the Committee so as to bring desperately needed Health Care to DHS.

Many say that these 3 council members are purposely stalling the Health Care Center until their campaign contributing developer buddies get financing to build the new building health to house the DHS Health Care Center. So while they continue to delay citizens will continue to die from lack of local health care.  The council members who are obstructing the Mayors reforms justified their actions by saying that the old commission needed more time to accomplished their goals. We feel that 6 years of no progress while people continue to die is time enough.

NEW YEAR RESOLUTIONS FOR DHS

1. Stop petty fighting & Support peoples Mayor's effort to reform city hall.
2. Save lives by help Mayor get rid of Weyuker's "do nothing for 6 years" Cromwell/Stephen's Health Care Commission.
3. Help Mayor seat Health care professionals on a new Health Care Commission ASAP. (Less people will die for lack of health care) 
4. Stop firing competent city employees and replacing them with unqualified friends of Mary Stephens and other old guard buddies.
5. Bring back city employees who where fired for being competent and ethical.
6. Stop hiring employees based upon personal friendship only (Jerry Hansen & John Souiller)
7. Stop accepting bribes from developers in the form of personal real estate improvements and investments (Jerry Hansen & Mary Stephens)
8. Stop council members and (past) city managers from accepting bribes from developers in the form of buying real estate for $100,000's under current land value (Hank Hohenstein).
9. Stop giving away millions in free rides deals to developers by making them pay their fair share of development fees as determined by our approved general plan.  
10. Bring back fire sprinkler requirements in homes to save lives and property.
11. Require sidewalks (on both sides of the street) in new developments to prevent deaths.
12. Allow Mid Century Modern Architecture (recently illegally banned) so that the most of the spa's including the famous Spa will not eventually be torn down or remodeled into cheap tacky south western architecture. 
13. Allow Mayor to bring back the Economic Development Commission Weyuker and Mary Stephens fired because one of their members (Alex Bias) stopped council from extending council term additional 2 years to 6 years (from original 4 years).
14. Bring back more ethical balance of power by returning mayors ability to agendize items on council meetings
15. Bring back more ethical balance or power by allowing Mayor or council to review and approve all hiring and firing of all employees including police chief, city attorney, department heads, etc. (This will help to prevent our next city manager from becoming another out of control dictator (Jerry Hansen) and will also bring job security back to our city employees. 
16. Require all contractors/developers to follow the minimum standards of California Building Code and DHS code regarding grading no matter how much money they donated to the last council campaign.
17. Fix the streets in the center of town so the citizens don't have their homes flooded at every rain. (Stephens said that these homes have flooded for 6 year now including the entire time she has been on council)
18. Reduce the number of DHS citizens in hospitals from respiratory problems by requiring developers to follow city adopted PM10 (sand/dust control) standards no matter how much money the developer donated to the last council members campaigns.
19. Work with the community to have a city Christmas tree that is not pathetic and actually is shaped to look like one and is decorated so it does not look like a giant spider on LSD.
20. Make sure the Christmas tree is lit the last 3 nights leading up to christmas day.
21. City ask MSWD why they have spent millions on water lines, tanks and capped of wells to vacant industrial land LTV owns while not having the money to provide basic fire hydrants to streets citizens currently live on.
22. Ask Buzz, owner of the Valley Breeze to offer the new peoples mayor a column.
23. Ask Buzz to edit Weyuker's future columns of lies, slanderer and attacks against current council members and volunteers.
24. Ask Hank Hohenstein to refrain from making any more secret back room deals with past city attorneys (Best, Best & Kreiger letter dated July 21, 2005) to rehire them for their financial support of a his future mayoral bid.
25. Don't pay our new city manager two times what Indian Wells pays.
26. Don't pay our new city manager $120,000 severance pay when he has not quit.
27. Don't continue to use millions of dollars to needlessly pave main roads to developers projects while down town Palm Drive rots before our eyes and down town homes are flooded often each year.
28. Hank Hohenstein refrain from committing any more Penal Code 182 felonies while in office thru collusion with developers to hide his conflict of interest (as Hank Hohenstein admitted to Nelsy in a Desert Sun Article)
29. Hank Hohenstein refrain from trying to require that all council members to get each others permission prior to exercising their constitutional first amendment right to comment. (See Cindy Uken's July 3rd 2005 Desert Sun Article)
30. Mary Stephens and Hank Hohenstein follow the citizen wishes by stepping down from office. 
31. Fully fund our understaffed police force to bring our skyrocketing crime under control thru proactive, not just reactive policing.
32. Mary Stephens and other council members refrain from threatening to fire ethical volunteers and others involved in city government (See Desert Sun Article by Nelsy May 27, 2005)
33. Mary Stephens and Hank Hohenstein refrain from accepting any more bribes from developers for special considerations. (See numerous articles in the Desert Sun)

Considering John Soulliere's past record, couldn't the city find a better choice for an interim city manager.

1. Soulliere never returned citizen phone calls until Corky Larson made him start returning said calls.

2. Soulliere recently blocked citizen's e-mails until Corky Larson made him remove the block.

3. Soulliere favors hiring water district employees to fill important (unrelated) department heads and inspectors to oversee construction issues including the current PM10 mess.

Many of of our current employees are hired not based upon their credentials but on their friendship with Soullier and past city manager Jerry Hansen. This has led to the hiring of department heads and others who basically have little if any experience or training to oversee these failing areas of DHS construction development they are charged with overseeing. Current hiring practices based upon personal relationships and not qualifications has led to the steady stream of embarrassments the citizens currently suffer under.  This includes the PM10 lack of enforcement, ongoing flooding problems, job site trash dumps, and inadequate inspections of projects.

Below is a letter we received from another FODHS who shares our same concerns and views.

Dear Mr. Mayor:

Congratulations on your election and I look forward to the positive changes you will undoubtedly make for our City.  I am asking, however, that you please reconsider the decision to make John Soulliere the interim City Manager.  At the very least, please review his resume and his qualifications for such an important position.  I do not believe he has a relevant degree or city management experience.  Please ask yourself if he was originally hired for his background or was it his friendship with Jerry Hanson?  In your crucial first 100 days as Mayor, is this the person you want as your City Manager?  Isn't having him as interim City Manager, even for a short period, taking a step back into the days when the Hanson/Weyuker/Stephens/Hohenstein cabal controlled and nearly ruined our City?  I think his role in the PM10 situation that Mr. King has pointed out is a good indication of the type of manager he will be.  Thank you sir for your consideration and the best of luck to you.

MORE PM10

Two letters to DHS city manager, Corky Larson sent by Gabriel King today.

Dear Corky

1. I formally made PM10 violation complaint today to the DHS Police Department by phone this morning regarding;  (a). 3 Projects on the west side of Sonora.  (b). Pierson road construction from Little Morongo to city hall, (c). Eagle Point residential project on and near Pierson.  (d). Eagle Point on Golden Eagle road next to the High School. (e). Abandoned project located on the north side of Hacienda about a mile east of Palm Drive.  (f). Vista Hacienda project located on the south side of Hacienda just east of Julius Corsini Elementary School. (g). the LTV Investments residential project on Hacienda across from Julius Corsini School.

All these projects have been out of compliance for months now.  Some, like LTV investments project where council woman Mary Stephens lives in ( and worked for), directly across from the Elementary School has been out of compliance for years . The projects on Sonora are still out of compliance even with numerous on going citizen complaints he last few months from blatant violations including lack of 24 hour watering, etc. Even with these complaints, Chuck Dodd has told me and others that they comply even the while showing pictures of the actual site that show lack of compliance.  See details of violations on Website www.friendsofdeserthotsprings.com .


I request that all Construction Development (including road improvements, Commercial and Residential) stop until the city can stop the ongoing PM10 violations. 

Please agendize a motion to request a stop to all new development until this life threatening PM10 violation situation can be resolved.  These violations have not been seriously dealt with. Also Department heads need to be educated regarding PM10 requirements. In my estimation, my recent conversation with Chuck Dodd showed that this was not the case.

I am requesting under the freedom of information act that I receive a true copy of the (required by law) DHS city PM10 complaint and compliance action log.

I also would like to have copies of personnel records pertaining to continuing education as it relates to all department heads and others who are in violation of the CA Business and Professional Code requiring education in their areas of employment position. This is needed to ascertain who is and is not qualified to head their department per CA law.  Currently there have been many including myself who strongly believe that many of our city department heads and others under neath them are not qualified to carry out their job duties because of lack of training and expertise in their related positions.  Many  say that these people's only real qualifications for their positions was their friendship with John Soullier or Jerry Hansen.  We need to put these ascertains to rest.  It is obvious that their are quite a few individuals who do not posses the qualifications for their present positions.

I am also requesting that you agendas a council request that their be a city employment compliance officer that reports to the council monthly in public noticed meetings about all the current city employees and their status regarding meeting their continuing education in their specific areas of required expertise as required by said CA Business & Professional's code. 

I still have not received the cell phone records of Jerry Hansen.  I asked for this information months ago under the freedom of information act. Am I being denied this information.  If so, under what legal bases?  So far my repeated requests have gone unanswered ether way.  Please advise as to when I will receive this information I requested almost a year ago or the reason why my request has been ignored.

I have left a message this morning at the City manager's office to talk to you. So far Terresa has not bothered to return my phone call. 

I have contacted the AQMD complaint line and reported all 7 sites mentioned in the previous e mail.  I have informed them that I personally know a few individuals who are sick in bed from the massive PM10 problem.  One person said that there she had to go to Desert Hospital and there where others from DHS with the same respiratory problems from the massive dust clouds rolling thru their neighborhoods.

I asked that AQMD shut down all construction in DHS until the city seriously stops the PM10 violations and brings the developers into full compliance.

I am requesting that everyone call AQMD at 1-800-288-7664 and report these sites for violation and request that all non complying construction sites be shut down immediately since the city has shown that they refuse to red tag them for non compliance. www.friendsofdeserthotsprings.com outlines the particulars of the PM10 violations.
The city has ignored the many previous notifications the past months and years.  The developers are allowed to continue with little to no repercussions for violating the most basic of PM10 standards causing substantial health problems to DHS residents.

When we have a hospital waiting room full of victims of PM10 and a city that ignores the developers violations, something needs to happen and happen now.  Not next week, next month or next year.   The city again recklessly opens its self up to a class action law suit for causing its citizens to suffer substantial health problems by giving developers a free pass on this issue.

Letter below blasting the "old guard" for stopping new mayor, Alex Bias's efforts regarding DHS health care reforms.  Hopefully this is not what will eventually happen.  Mary Stephens (to her credit) did vote with Bias to have emergency "urgency" hearing to vote on installation of new DHS health commissioners.  We will have to wait (a little now) and see what happens. So, now the "old guard" is trying to kick our new mayor around - and at the same time inflicting even more damage upon our community.  Seems like since the "old guard" didn't win the election, that they are determined to block progress in DHS at any price.  Their actions abundantly prove their lack of integrity and lack of sincere concern for our community.  Their real colors are now showing in that they consider "progress" only when their names are attached to it. Otherwise, to them real progress and the betterment of our community are unimportant, and in their selfish and perverted minds, apparently the "people" really just don't matter.
Onward-Ho with the recall and lets dump the trash from city hall!

MAYOR FINDS OLD RULES SUDDENLY DONT APPLY TO HIM AS HE TRIES TO JUMP START MEDICAL CENTER STALLED FOR TWO YEARS.

Where former Mayor Matt Weyuker was given a free reign by the past city council to make committee appointments, include controversial appointment of Cromwell, the new council that still has a majority of member who sat on the old council say no way Mr. Mayor.
A Legislative legality glitch is being used by the council to prevent newly elected mayor, Alex Bias from immediately carrying out needed reforms to bring a medical center to Desert Hot Springs. The project has been stalled for two years by past committee with no result. Mayor Weyuker, was allowed to appoint those committee members directly in violation of city legislative law. So without full documentation of that law, Alex followed past protocol to guide his actions to appoint the committee members, the same way as Weyuker.
Clarification of local DHS legislative law will allow Alex to appoint new commissioners but he must first file proper notice and receive at least 3 out the 5 council persons approval of new nominees. It is not clear if the new notice requirements are a road block or just doing things more properly.
We will have to wait and see. If the current council approves Bias's reform efforts or opts to run interference will tell us. On the realization of a medical center, that could mean more years of delay or a new committee appointed by Mayor Bias with instructions to get the job done that has been stalled for two years.

IS DISGRACED COUNCIL MEMBERS HANK HOHENSTEIN & MARY STEPHENS PLAYING SORE LOOSER GAME BY PUBLICLY RUNNING INTERFERANCE TO NEWLY (PEOPLE'S CHOICE) ELECTED MAYOR ALEX BIAS REFORM EFFORTS?

Press Enterprise story states DHS Council to meet with six future city manager candidates day after Christmas. Mary Stephens and Hank Hohenstein set petty negative tone of interference and publicly slight Alex Bias by stating that they will remain closed minded and not consider past city manager, Guzzetta as an additional alternative applicant.

Bill Effenger writes a article for the Desert Sun pointing out how DHS citizens are grossly under protected for fire protection with only one existing station, missing fire hydrants and undersized under pressured water lines.

Bill is absolutely right.  We agree with his commentary that Mission Springs Water District (MSWD) paying DHS citizens and water district (MSWD) customers are grossly unprotected with old undersized existing water lines and missing hydrants.  We would add to Bill's commentary that while MSWD customers go unprotected from fire dangers, MSWD has spent millions of their customers dollars installing 4 miles of massive 12" diameter water lines in a completely vacant industrial land area south of DHS city limits down Little Morongo Blvd (from Two Bunch Trail to 20th Avenue). The massive 12" diameter water main then continues by turning right (west) down 20th Avenue half a mile and abruptly ends at a LTV Developer (Mary Stephens's boss) Sign advertising for future industrial development.  These MSWD water lines are used by not a single person in that there is absolutely no development in this area. There is also a un used massive capped off 12" diameter well and water tank along the water 4 mile route.

QUESTIONS THAT NEED TO BE ANSWERED:

Why did MSWD ignore replacing undersized water lines and missing fire hydrants in town (therefore placing existing DHS residents in great fire danger) while spending millions of dollars building a unused massive 12" water line, well and tanks in the vacant land areas owned by Mary Stephens's and Hank Hohenstein's Developers buddies? Why did MSWD spend millions of dollars to increase the Developers vacant speculative land values and profits thru un used oversized water lines? Why has MSWD continued to place DHS residents at great fire risk while spending millions of dollars on unused water lines, water tanks and water well for Stephens and Hohensteins developer buddies vacant land?

BOTTOM LINE IS THAT IT SEEMS (AGAIN) THAT (STEPHENS'S AND HOHENSTEIN'S) SPECIAL INTERESTS GET TAKEN CARE OF (USING CITIZENS MONEY) WHILE THE CITIZENS ARE LEFT TO WATCH THEIR HOME BURN DOWN.

Buzz Gambill in the Valley Breeze says in his recent article title "So Long to a Progressive Era in Desert Hot Springs History" because Matt Weyuker has retired from Council.

Here is portion of Buzz's outrageous text

"Newly elected mayor, Alex Bias took his place at the dais,............... and Mayor Matt Weyuker stepped down, ending an unheard of record of progress."

FODHS completely disagrees with this nonsense. Here is the FODHS commentary.  Buzz is not interested in building any bridges.

We have heard all this before from those that think progress is what we have had.
Progress, though? Where is it? Someone ought to point that out. Does Palm Drive look any different than it did six years ago. No. Do we have better of even more shopping? No. Are our streets better? Some are but most are worse after six more years of no paving (one exception will be Pierson way out in the middle of the desert. It will see over $3 million of improvement.

If you are a developer, you say, "Heck Yes!" Where else in the Valley but Desert Hot Springs can you get away with ignoring PM10 standards, with not having to pave a main road a year after you have started selling your homes.
If you are a council person hired by a developer, you say "Heck Yes!" You have a brand new home in your developer's sub-division. And if you are a council person with land near a development you forgot about - well, maybe
it was a good year but you are a little worried about all the attention your memory lapse brought down on you.
And if you are Jerry Hanson, it was one heck of a year?
So, if progressive is getting ahead at the expense of everyone else in town, then it was one heck of a progressive year. For everyone else, it was nearly
zero change.

Departing DHS Mayor, Matt Weyuker's column in the Valley Breeze asks for a conciliatory tone of support for our new Mayor, Alex Bias. Immediately thereafter in the following sentence, Weyuker sends a barb to Bias by wrongly accusing him of using the recall to become elected. Please note that the Recall effort carefully made sure to never specifically supported any one of the 3 alternative mayoral candidates. Below is the 2 contradictory quotes as contained in the last 2 sentences in Weyuker's latest column as contained in the Valley Breeze.

GOOD NEWS!

During last nights council meeting, Stephens/Weyuker dirty tricks was diverted. Pressure from the public & this Newspaper forced Council to pull agenda Item 10.7 & 10.8 to allow new council to appoint new commission.

During yesterdays Council meeting, Dot Reed defended her decision to turn the sacred veterans day proceedings into another (for a second time) Matt Weyuker appreciation day". Ms. Reed offered no apologies. She said that "you cant please everyone" (like all the veterans that where offended). Some offended veterans voiced their disgust during the council session. Maybe Ms. Reed should have notified the veterans (and their families) to not come to the veterans day proceedings next time. 

GOOD NEWS!

Soon (hopefully) Dot Reed and the other power drunks including retiring Matt Weyuker will be long gone after our next council meeting.

Hopefully their will not be a "next time" that Ms. Reed gets to offend our veterans on veterans day.
