Pictures below denotes Trader Joe's with a Mid Century Modern exposed flat roof eave architectural mix located in the city of Riverside near the courthouse west of the 91 freeway Could we do this style in our City? Unfortunately No! DHS City Planners arbitrarily determined that our code which states"exposed flat roofs are to be discouraged" means that Mid century Modern exposed flat roofs are prohibited completely without a special design review!! There is nothing in our code that allows the planners to discrimination against applicant of this architecture. Shame on our planning department staff for taking it upon themselves to arbitrarily discriminate against this architecture even though it is in direct contradiction against the wishes of the Planning Commission and Council who appointed them! Interestingly, City Council fired the entire Planning Commission (and staff arbitrarily canceled the Planning Commission meeting) prior to Planning Commission being able to make a scheduled determination regarding the code as it pertains to this architecture and the requirement for a design review.

The exposed roof would have to be covered with a ugly mansard or parapet roof if it was to be remodeled. This is another fine example of the exciting Mid Century Architecture our city offers from this world famous hotel This too would be discriminated against in our City.

Under current arbitrary city discrimination, our Mid Century Modern Jewish Temple would be in violation of our codes. The exposed roof would have to be covered with a ugly mansard or parapet roof if it was to be remodeled. Why do we turn our backs on our wonderfully Mid Century Modern tradition.
Under current arbitrary city discrimination, most of our Mid Century Modern boutique hotels are illegal forms of architecture just like the famous Spa Hotel.
Even our City Seal (since 1963) features the Mid Century Modern Spa flat roof spa architecture. Why are we outlawing our best asset? Do we need to change our seal? Why is our Council rejecting 41 years of tradition?
Even the extremely successfully Retro Mid Century Modern River Shopping Center in Rancho Mirage would not be allowed in our city under the current staff discrimination!
02/17/05 Oddly some developers are allowed to have exposed roofs (as long as they face the rear or side) without the arbitrary required design review while others are not. Seems like staff is selectively enforcing their own arbitrary standards. Is this proof of arbitrary staff discrimination? This is project is located near Mesquite and 5th Street. It has a parapet wall only at front/side elevation only.
